Improvement of training programs to meet the needs of enterprises

(Chinhphu.vn) – At the third session of the 14th National Assembly, the voters of the Can Tho City asked the competent authorities to study and develop a program of training and fostering qualified and high level workers to meet requirements of the international  market to export workers and contribute to solve the current situation of labor surplus.

Regarding this issue, The Ministry of Labor, Invalids and Social Affairs answers the Can Tho City’s voters as follows:

The Ministry of Labor, War Invalids and Social Affairs is assigned by the Government the task of state management of vocational education from January 1, 2017 in the Resolution No. 76 / NQ-CP of the Government. Therefore, in order to improve the training program to meet needs of enterprises and the process of integration in ASEAN and the world, the Ministry of Labor, War Invalids and Social Affairs has implemented the following contents:

- To renovate the structure and content of the training program from the separation of theory and practice into modules that integrate professional knowledge, practical skills and professional attitudes.

- The design and development of the training program are derived from the fact of production, based on standards of vocational skills or standards of capacity implemented by the advanced method of developing the world. To attach with placement of workers or on the basis of skill standards with the participation of enterprises, to increase the amount of practice in the training program, to increase the time of practice at enterprises: Vocational training establishments have mobilized enterprises to participate in the development of training programs, banks’s graduation exam questions, to participate in the process of teaching and evaluating the output.

- The Ministry of Labor, Invalids and Social Affairs has instructed schools to set up a business relations department; In addition to connect with businesses to find the output for graduates, the department also receives the requirements of the enterprise in terms of knowledge, professional skills and soft skills needed. to put into the training program accordingly.

- From 2017, in accordance with the provisions of the Law on Vocational Education, vocational education establishments are allowed to actively develop training programs for their establishments based on minimum knowledge requirements. , the capacity requirements that learners must achieve after graduation from intermediate level, college level in accordance with Vietnam National Framework and access to ASEAN and International Framework, aimed to ensure shifting strongly from "supply" to "demand", closely linked to businesses, job creation and decent work. Schools are also allowed to choose an open, flexible training method to be suitable to their conditions and capabilities.

- In order to gain access to the training levels of ASEAN and the world, the selected training programs of developed countries in line with Vietnam shall be selected for synchronous transfer of capability standards; program; learning materials; teaching; evaluation tools for learning outcomes; list of machinery, equipment. So far, 12 sets of 12 international degree programs have been delivered from Australia (currently pilot training at 25 colleges for 41 classes with 888 students) and is carrying out the transfer of 22 programs from Germany to pilot training at colleges in accordance with the plan approved in the Decision No. 371 / QĐ-TTg dated February 28, 2013 of the Prime Minister.
