Conditions for ethnic minorities to be granted health insurance cards

(Chinhphu.vn) – Ms. Luong Thi Phuong's younger brother (in Lang Son Province) is an ethnic minority, he is living in an area with extremely difficult conditions. The son of her younger brother now lives and study at primary school in Hanoi.

 

Ms.Phuong would like to ask, do her brother's children be granted health insurance cards by ethnic minority people with household registration in extremely difficult areas?

 

Regarding this issue, The Vietnam Social Security responds as follows:

Pursuant to Clause 4, Article 1 of the Law No. 46/2014 / QH13, amending and supplementing a number of articles of the Law on Health Insurance; Article 4 of the Circular No. 25/2016 / TT-BLDTBXH dated July 26, /2016 of the Ministry of Labor, War Invalids and Social Affairs guiding the identification and management of health insurance participants under the provisions of Clause 4, Article 1 of the Law to amend and supplement a number of articles of the Health Insurance Law, the Commune People's Committees shall have to make lists of health insurance beneficiaries belonging to ethnic minority people living in areas meeting with exceptional socio-economic difficulties.and send to the district-level Labor, War Invalids and Social Affairs agencies to review and determine the right subjects to be granted health insurance card.

In Section 4 of Appendix No. 03 issued together with the Decision No. 595 / QD-BHXH of April 14, 2017 of the General Director of Vietnam Social Security, the papers shall serve as basis for re-granting and adjusting the health insurance cards for ethnic minority people living in areas with difficult socio-economic conditions; people  living in areas with extremely difficult socio-economic conditions; people living in island communes and districts, including: household registration books; staying registration books, confirmation by the People's Committee of the commune where the residents resides.

We recommend you to contact the social security agency where your brother’s children are studying to be guided to issue health insurance cards in accordance with the regulations.
