Do people in difficult areas get health insurance cards?

(Chinhphu.vn) - Commune People's Committees shall make lists of health insurance beneficiaries belonging to ethnic minority people who are living in areas with particularly difficult socio-economic conditions and send them to the district labor, war invalids and social affairs offices to identify and determine the right beneficiaries of health insurance cards.

According to Mr. Ban Chi Thanh (in Tuyen Quang Province), Clause 3, Article 1 of the Joint Circular No. 41/2014 / TTLT-BYT-BTC has regulated the subjects group of health insurance participation covered by the state budget. Ethnic minority people are living in areas with difficult socio-economic conditions; People who are living in areas with particularly difficult socio-economic conditions ... according to the Government's resolutions, decisions of the Prime Minister and decisions of the Minister-Chairman of the Committee for Ethnic Minorities.

Appendix II of the Government's Decree No. 118/2015 / ND-CP of November 12, 2015 detailing and guiding the implementation of a number of articles of the Law on Investment stipulating the list of geographical areas that be difficult and  extremely difficult.

Mr. Thanh would like to ask, so the issuance of health insurance cards for people in regions with difficult and extremely difficult socio-economic conditions, is this issuance applied to people who are living in difficult areas and extremely difficult conditions regulated in the Decree No. 118/2015 / ND-CP?

Regarding this issue, The Social Security Office responds as follows:

Pursuant to Clause 4, Article 1 of the Law on Health Insurance No. 46/2014 / QH13; Article 4 of the Circular No. 25/2016 / TT-BLDTBXH dated July 26, 2016 of the Ministry of Labor, War Invalids and Social Affairs, the Commune People's Committee is responsible for making the list of people who participate in health insurance and belong to ethnic minorities. To live in areas with particularly difficult socio-economic conditions and send them to the district- lLabor, war invalids and social affairs agencies for review and identification of the subjects eligible for health insurance cards.

In cases where subjects belong to difficult or extremely difficult socio-economic areas (according to question contents) are applied to the difficult or extremely difficult areas defined in Decree No. 118 / 2015 / ND-CP dated November 12, 2015 of the Government detailing and guiding the implementation of a number of articles of the Law on Investment, which falls under the competence to define the objects, establish and approve lists of State management agencies in the locality.

The social security offices are responsible for printing and issuing the health insurance cards in a timely manner and to the right subjects. Please contact the commune or ward People's Committee where you live for specific instructions
