In 2014, the agency evaluated Mr. Loc's accomplishment of his tasks.In 2015, he accomplished his tasks excellently. In 2016, he also accomplished his tasks excellently and entitled a salary of 2/9 since April 1, 2016. The time for consideration of the next salary increment was from April 1, 2016.

In 2017, Mr. Loc won a civil service exam that wastrue in the position of work he has done so far. Mr. Loc would like to ask, how does the Department of Home Affairs pay salary when he was recruited as a civil servant?

According to Point a, Clause 1, Article 11 of the Ministry of Home Affairs' Circular No. 13/2010 / TT-BNV dated 30 December 2010 stipulating in detail some articles on recruitment and promotion of civil servant's rank, The wage scale for cases where the working time for compulsory social insurance premiums is paid when recruited for civil servants is carried out as follows:

In cases where they are being paid salaries according to their ranks, grades or titles and are assigned with salaries according to the wage tables prescribed by the State, and are ranked as salaries or specialized or equivalent rank, the head of the agency managing civil servants to decide on rank and wage grades according to their competence and in s accordance with the guidance in the Finance Ministry's Circular No. 79/2005 / TT-BNV dated August 10, 2005, guiding salary scales for officials and employees when changing jobs and cases are transferred from the armed forces and cipher organizations and State companies to work in State agencies and State non-business units.

According to Point c, Clause 3, Section II of Circular 79/2005 / TT-BNV, where the person recruited for a new job is suitable for the current position, the agency shall continue to pay wages included calculation of his/her next salary step.

Basing themselves on the above-mentioned provisions, when having been recruited public employees or past winners, they have worked under the regime of labor contracts with university degrees and have performed jobs of the ranks of civil servants recruited in the time equal or higher than the apprenticeship period corresponding to the category of public servants who are recruited and enjoyed salary according to the payroll of public servants issued together with the Decree No. 204/2004 / ND-CP and compulsory social insurance contribution, shall be appointed to the rank and be paid salary in accordance with the current category, to be continued paying wages, including the time to consider the next salary increase.

In case Mr. Doan Loc worked under the contractual regime at a specialized agency of the provincial People's Committee from October 10, 2013. One year later, on January 1, 2014, he was officially contracted with salary level 1/9, with compulsory social insurance, with general work - statistics at the Office.

In 2017, Mr. Loc won a civil service exam that is correctwith the position of work he has done so far. Based on the above regulations, Mr. Loc will be appointed by the agency to the specialist rank, graded 2/9 of the coefficient of 2.67, and the A1 salary scale (specialists rank and equivalent) according to the salary table No. 2 issued together with the Decree No. 204/2004 / ND-CP of the Government.

The time to consider the next salary increase from the time he is entitled to 2/9 grade is April 1, 2016.

Pursuant to the provisions of Point a, Clause 1, Article 2 of Circular No. 08/2013 / TT-BNV, for specialists and equivalent classes, which require university training, in the category to be considered for raising a salary grade. Accordingly, on April 1, 2019, Mr. Loc will be considered to upgrade to 3/9, coefficient of 3.00.
