Enterprises are responsible for up to 40% of vocational training programs

(Chinhphu.vn) - Sending comments to the 4th session, National Assembly XIV, voters of Gia Lai Province proposed the Government to have a policy of linking vocational training schools and universities with enterprises and production establishments to create jobs for students after graduation; promoted labor export to create jobs for young people.

Regarding this issue, The Ministry of Labor, War Invalids and Social Affairs responds to voters as follows:

The Law on Vocational Education regulates the rights and responsibilities of businesses in vocational education activities. In which: enterprises are allowed to establish their own vocational education institutions, are organized to provide training for their employees and society. Enterprises can be linked with training schools, receive orders or order vocational institutions. The enterprise income tax is deducted to calculate taxable income when enterprises participate in vocational education activities.

The policy of linking vocational training colleges and universities with enterprises and production establishments to create jobs for students after graduation and boost labor export to create jobs for young people The year has been directed by the Government in many documents such as: the Resolution No. 100 / NQ-CP dated November 18, 2016 of the Government promulgating the Government's action program for the 2016-2021 term; the Resolution of the Government on key tasks and solutions to direct the implementation of annual socio-economic development plans and state budget estimates.

Due to the characteristics, the workers go to work abroad mainly at the young age, so the activities that the Ministry of Labor - Invalids and Social Affairs have implemented in the past such as completion of the fabrication of corridors legal for the field of sending workers to work abroad, actively negotiationon expanding the labor reception market, implementing measures to maintaining traditional markets to constantly increase the number of employees in general and the number of young people in particular going to work abroad. In the past 4 consecutive years, the number of workers working abroad is always above 100,000 per year.

In the field of vocational education, as assigned by the Government, the Ministry of Labor, War Invalids and Social Affairs is submitting to the Government for approval the Project on Innovation and Quality Improvement of Vocational Education until 2020 and orientation by 2030. In which, one of the three breakthrough solutions is to link vocational education with businesses, and the labor market, create sustainable jobs and ensure social security.

On December 15, 2017, the Ministry of Labor, Invalids and Social Affairs issued a Circular No. 29/2017 / TT-BLDTBXH regulating on the organization of implementing training programs. The Circular stipulatesthat schools and enterprises can link training, in which enterprises can take up to 40% of training programs.

With this regulation, schools will focus on training basic modules, basic practice modules, enterprises are responsible for training job skills modules at enterprises for students. This solution helps to reduce the investment costs of equipment for schools, mobilizes a contingent of experts and technicians of the enterprise in the training process and the opportunity to have the right jobs for the students after graduation higher.

In addition, the Ministry of Labor, Invalids and Social Affairs is directing the implementation of a number of substantive and effective cooperation contents with enterprises in the field of vocational education such as:

- Deploying the signature of the program in coordination with business associations, corporations, large enterprises using a lot of human resources through vocational training.

- Inviting experts from enterprises to participate in the process of developing output standards for each training industry, developing programs, organizing training and evaluating outputs for learners.

- Establishing a national industry skill council for a number of industries and trades, first of all three key economic sectors: Agriculture - Tourism - Digital economy (information technology) and logics services.

- Establishing a cooperation department with enterprises at vocational, local and central educational institutions. Thereby connecting, maintaining and promoting cooperation to connecting supply and demand of labor through vocational training, connecting the vocational education system with enterprises and the labor market more effectively.
